Ke Chen, P.E.
President, Project Manager

Ke Chen has 17 years of civil engineering experience. Mr. Chen holds a Master of Science in Civil Engineering from Clarkson University, New York. Throughout his engineering career, Mr. Chen has performed civil engineering services in a variety of civil engineering projects. His experiences include wastewater treatment, drainage/flood facilities, environmental assessments, hydraulic modeling, street design, utility design, commercial site development, residential land development, and construction administration.

Allen L. Xu, P.E., Ph.D.
Project Manager

Dr. Allen Xu has more than ten years of civil engineering experience. Dr. Xu has strong background in hydrology / hydraulic design and analysis in addition to roadway and utility design. His experiences include environmental risk assessments, wetlands restoration, coastal analysis and engineering, storm water management and computer modeling, utility design, street design and construction administration. Throughout these endeavors, Dr. Xu has had the opportunity to work with such regulatory agencies as the U.S. Corps of Engineers, Environmental Protection Agency, FEMA, and TNRCC.

Donald C. Bradford, RPLS
Surveyor

As a Registered Professional Land Surveyor, Mr. Donald C. Bradford has Over 31 years experience in Boundary, Topographical, Right of Way, Subdivision, Construction Layout, and Petro chemical type surveying. Petro chemical experience includes the location of steel columns, pipe racks, cable trays, pipe supports, vessels, underground utilities and wastewater treatment plants along with elevations including three wire levels. Extensive experience in survey computations, metes and bounds descriptions, manual and CAD drafting. Experience in using elecrtronic data collectors and transferring field information to a desktop computer for final processing with cad software. Also experienced in transferring coordinate geometry files to dxf files for use with Intergraph Microstation or Autocad software.

Steven D. Tinnin
Project Planner

Mr. Tinnin holds a Bachelor of Science in Urban and Regional Planning. His experience has incorporated extensive commercial project planning and management for multifamily housing developments as well as commercial developments for national and regional corporations. His planning experience includes site plan design, feasibility reports, ordinance research, planning & zoning hearings, subdivision platting, master plans and public presentations. His responsibilities include communicating with and coordinating overlapping jurisdictions and agencies, other design consultants, and ensuring overall project quality and completion.

Edward V. Lewis, EIT
Project Designer

Mr. Lewis holds a Bachelor of Science in Civil Engineering from Texas A&M University. Mr. Lewis has excellent management and communication skills. He has management experience with multiple commercial projects ongoing simultaneously for national corporations. His civil engineering experience includes extensive commercial site development design, residential land development, municipal utility district representation, utility design, water plant design, and drainage studies.

H. Anderson Lee
Production Manager

Mr. Lee has extensive knowledge of CAD software, including AutoCAD and Microstation programs. He has experience in both surveying production and civil design. He has experience in site plans, paving, grading and utility design. Mr. Lee has excellent organization and communication skills in addition to his design capabilities enabling our team to efficiently produce our construction documents.
